Today Finland kicks off its semester at the Presidency of the Council of the European Union.

The keywords of the program are "rule of law" and "climate change" as reported by the major part of European news outlets.

"Tytti Tuppurainen is Finland's Europe minister, and she made it clear there might be carrots, but there will also be sticks.

"The European Union is a union of laws and rules", she said at a dinner speech.

"The rule of law is in the front and center in the Finnish presidency. We are committed to develop the rule of law instruments: rule of law dialogue and the mechanism within the Multiannual Financial Framework."
